You should always post the full version info when you're having a problem and details of the OS version. Use the following command:
How long have you had this problem? Have you checked your server to see if it's been hacked? Can you find any information in the logs about any user creating these 'accounts' and post the output in this thread? What have you done to find the problem? Do you have a firewall in front of your server and is it accessible from the internet? You should always do some research when you have this sort of a problem.

BTW, do you have secure (random) passwords for your users and you're also using a secure (and unique to the Admin) random password for the Zimbra Admin, aren't you?
